You can check the pressure with a meter. If it registers that it has pressure than its usually a clog. If it doesn't register pressure it could be a broken line, bad relay, or bad ac compressor.

It could also be something as simple as a fuse
Fan and motor replaced, freon checked last summer. End of summer lines froze, no more cold air...Actuators are all good.
