I finally fixed the problem with this throttle actuator control system. I had to follow the repair manuals trouble shooting steps. I got it on pdf form online. Then I tested the part and reassembled it in reverse order. My actuator was not faulty it passed the tests. After I turned on the engine I set the idle rpm's and it responded properly. I think the electrical connections were dirty. And I also cleaned and lubricated all the throttle body linkage. I hope this helps.
