Hyundai Santa Fe won't accelerate over 65 mph

Ok, so i have a 01 santa fe and I don't know it's
history because I just bought it as is (knowing it
was jacked up) but it ran, and that was my only
concern because I blew my current cars motor.
Here is the symptoms, it WILL NOT go over 65
mph, which wouldn't bother me so much if it would
do 65 all the time. The thing is, when in.on the hwy,
it WILL do 65 going down hill, about 60 flat, but
bogs down to like 45 ON THE HWY if I happen to
be going up hill. RPMs never go past the 3 even
with my foot to the floor.... today it just started
sputtering a little the way they do when they are
about to run outta gas...which it hasn't done this
whole month I've had it...I did however accidentally
run it out of gas the other day...so the sputter thing
could very well be something completely
different...maybe the fuel filter. Ok, also, the car is
an automatic, but I have to manually shift it
because if I put it in drive it FEELS like it's taking
off in third gear, and for whatever reason when I
first get in it I can manually put it in first but after I
get to going 1st just kinda disappears and I have to
take off in 2nd. I don't even know if there is a 4th
gear...I've never seen one, but I can switch Bjorn
and forth from 3rd gear to drive and NOTHING
happens, the Rpms stay the same it doesn't feel
like whatever is supposed to open up when you
shift does it..... I'm a girl...obviously lmao, I ZERO
experience, so when I say "open up" that's probably
a bad way to explain it...but with knowing the
correct termination that's the best I have for
explaining
