Rear wiper blade stalls

My rear wiper blade turns on and starts to move but then stops and makes this stuttering
noises like it tries to work and is getting caught on something.

I agree with Js , I would also take the arm off the spindle and look inside it at the ridges that are in there they may be worn down and you may just have to buy a new one good luck
