2000 chevy Tahoe injectors not getting enough power 2.1 volts

I got a 2000 chevy Tahoe that I'm trying to fix I've
checked all power is good except to the injectors
fuse fuse not blown but only puts out 2.1 volt I
figure it's a ground what does anyone else think
