I have a 2002 jetta with the 2 liter engine. it had oil in the throttle body. whym was it there and how do i stop it from coming back?

a mechanic was servicing my car last week and found oil in the throttle body. should it be there and if not how do i keep it from getting in there again?

went to the parts store to get a pcv valve. counter person checked computer and said my car doesn't use a pcv valve. so where do i look for a crank case valve? i don't know what it looks like!
