What is wrong with my 2003 Ford Explorer Sport 4 liter engine V6

I replaced the radiator but when I try to start the car now, the engine won't turn over and
water comes out of the tailpipe.  We checked the oil and there is no water or bubbles in it.  
Is this a cracked block or something else?

Likely a head gasket, cracked head or a cracked block.

Cracked head or block depending on were the crack is you will not see anti freeze in oil all the time.
