No Crank, Message Center Shuts off during crank attempts. 2005 Ford Explorer XLT 4WD 6Cyl 4.0L

I've got a brand new ignition switch installed. Upon
turning the key to crank position, I've tried wiggling
the ignition lock cylinder, I've tried putting it in
neutral and wiggling the shifter in neutral, I've tried
watching both regular headlights and brights to
look for dimming due to high resistance of a bad
starter. The only notable effect is that while in
crank position, the message center display will
shut off, but the rest of the dash board lights stay
on. It's like a shut off because once returned to the
position right before crank, the message center
display comes back on as just as if I have fully
disengaged the key from the system and shut off
the electric and then reinserted the key and turned
the electric back on. No engine sounds, No starter
sounds.

If a new ignition switch was installed with a new chip key, does it has to be programmed to the vehicle?

It so far has appeared to be a ground failure at the starter. If the ground becomes resistant, the voltage will drop and cause the PCM to not properly communicate with the PATS' role in ignition circuit. This in turn will let all electrical components that don't need exact voltage to run without appearing weaker. However, the ignition system is very voltage-picky if you have PATS enabled.

Another thing to note was the message center shutting off is just part of the system trying to maximize current to the starter when cranking. It should shut down almost every other circuit while trying to crank.
