Why won't new bulb come on when it's plugged into the lamp assembly?

Question type: Maintenance & Repair

Bought a new bulb.  Old bulb was out.  Put new bulb in and it did not come on.  (Driver's side headlight)

check to see if there are separate fuses for driver and passenger headlight.

Turned lights on and pulled fuse. Lights on passenger side went out. Panel shows that there's just high beams and low beams.
