Not getting power from alternator to starter on 2007 Chevrolet cobalt

Starter has power to solenoid and clicks but does not turn over. There is low  
voltage at alternator terminal .33 volts  when  I turn key.

Maybe the starter solenoid is bad or your battery too weak to operate the starter. When the car is running you should read around 14.5 volts at the battery terminals. While you are working on the car, clean and tighten the battery terminals.
