2007 chevy colbalt has no power on hills and engine light flashing

my car idles fine and runs ok on level at low speed. When pulling a hill it has low power and stays in passing gear until gas is let off and you hear a whishing sound from the engine area. Advance read mass air flow sensor, which I  changed at their suggestion with no difference, knock sensor, oxygen sensor, coolant temp sensor

when engine light flashing it is emissions realated check catalaytic converter
