The accord is at 60000 miles. It is an Interference engine replacement is a must or engine damage is probable if it breaks.
The 2007 civic is a chain.
With the chain replacement is only necessary if problems arise. IMO anyways. They give you warnings that they are in need of replacement. Most start making a ticking noise due to a tensioner issue.

If you get the accord and unsure of when it was replace I would have it replaced just in case. If the belt breaks it will bend the valves and you will have to have the heads removed and the valves replaced. Better safe than sorry.
I would not let that be why you choose one over the other but it's great that you are on top of this issue. Lots of car buyers don't ever ask about timing belt replacement. And some of them end up feeling like they got the shaft because their belt broke. With you asking this before you buy one makes me feel that either way you go you will be on top of your cars maintenance issues and it will last you forever. Drive safe.
