2007 sportage very low milage

2007 kia sportage EX V6 4wd with 100k miles on it. bought it used at 99k
average mpg is 13 AC off most of the time. the maximum I could get in the highway  with AC off and careful driving is 22 mpg.
I replaced the spark plugs 500 miles ago but It did not improve

Is the CEL on? If so have the trouble codes read. I would have the engine checked to see if it is running rich from a leaking fuel injector and also replace the air filter. Check your tire pressure as well.
