97 Land Rover dicovery problem

security system moon roof is open and driver side
lock  actuator is broke any ideas on how to fix it?

What exactly is happening when you try to start?

Turn signals are flashing windshield wipers are moving sunroof won't close windows won't roll up car won't turn over
