THE ARM ONLY STAY`S ON DIM WILL NOT GO ON THE HIGH BEAM,WILL NOT PUSH DOWN

I finally figured out you have to turn headlight switch on for the high beam to work.well it is my first saab

low beam go s off while driving have switch to high beam after a while low beam come back on
