the "follow-me-home" key fob function does not illuminate the headlamps

After replacing my front low-beam bulbs (which I have found is necessary every 3-6 months or so) the "follow-me-home" key fob function does not illuminate the headlamps - just the parking lights and interior lights.  Has anyone else experienced this?  Any advice?  (FYI these are not Xenon)

the fob only illuminates the parking lights. the follow me home light are turned on by flashing the highbeams before you exit the vehical.
