Freeze Plug completely stuck! Help!

I had a leaky freeze plug that I tried to repair
yesterday, and after 5 hours of trying to use a
screwdriver and hammer method, and an
adjustable pry bar, it's very damaged but it is as if
the outer ring of the cup is fused to the block. Can't
get this ring off and now there's a gaping hole
where the rest of the cup used to be. Any tips for
getting this ring of former freeze plug unstuck?
Don't know what to do.

Lots of penetrating fluid, give it time to work, try to get the remaining part of the freeze plug turned in the hole with a prybar or maybe a heelbar so you can grab it with a pair of channel locks.

I would try to carefully cut the outer ring so as to not score the engine block and then peal the remaining part off with a screw driver.
