my brakes still go all the way to floor

so i replaced the master cylinder and then the brake proportion valve. after bench bleeding
and bleeding all four lines, they still go to floor

the back brakes have wheel cylinders in them, check the rear brakes for fluid leaking (even a small amount) these parts are cheap and worth replacing
