I have a 1990 Chevrolet Silverado k1500 that is smoking from my drivers rear side tire why?

If it is not exhaust smoke,it may be your back wheel bearing on your driver side of truck.

If it is not coming from the tire area, check the exhaust pipe. You may have picked up some trash, or some insulation may be laying on the exhaust pipe or the neighbor's cat got stuck under there.
