chevy 1500 1996 Not revving

i have two chevy 1500 they're both having the same problem.
When i get to 30MPH it wont go any faster or rev. Both trucks don't have
Cats
other things one has new fuel filters, gas pump, spark plugs, wires and
distributor.
scanned the truck and the O2 senor is bad but a mechanic i know said it
couldn't be that sense it doesn't have the cats anymore.

Lemme tell u this and its common that ppl think this but no code tells u an o2 sensor is bad. What cose are u talking abt exactly.. also try unpluggin the maf sensor and see if it runs better
