What are the systems operating pressures on the high-side refrigerant line and the low-side refrigerant line? Also check the cabin air filter, even with a proper charge on the system a dirty filter or a dirty evaporator can cause lack of air flow which makes the evaporator build up ice from moisture in the air. When it builds up ice the system pressures begin to build up and the pressure switch will cut off the compressor until the pressures drop. Its very common to have this happen with a/c systems in cars and for homes. It is one of the most common things ive come across in homes that wont cool properly.
