99 classic k1500 with 5.7 vortec

I can't get enough fire to crank I changed
the ECM from a black plastic box and got
a new one with a silver metal box. I
replaced crankshaft position senaor, coil,
spark plug wires, ignition control module,
spark plugs, distributor, distributor cap
rotary button along with the sensor inside
the distributor. I have some fire to the coil
but no fire through the spark plug wires.
I've heard when you replace the ecm that
you can not change from the plastic box to
the metal box is that correct and can
anyone tell how to get it to crank?
