4x4 issues

My 91 k2500 4x4 is not engaging I took a voltage meter to all the connections
and all of them are getting 14 volts except the one connected to the front
actuator in the differential. It's getting 5.5 and I'm having a heck of a time
figuring out y. Any ideas I already replaced the actuator.

There is a relay up on the fire wall and you might also jumper around the switch on the transfer case. The switch activates the solenoid and the solenoid sends power to the actuator. Should have 12volts at the actuator
