Chevy puckup brake light problem

I have a 1999 chevy crewcab 2500 series pickup
and the brake lights work fine with the ignition OFF
but as soon as you press the brake with the
ignition ON the brake lights on both sides go out,
but the 3rd light continues to function like normal.
The emergency,rear running lights,turn signal all
function just fine. I have redrilled the rear chassis
ground, put in new wire connectors, bolt. I have
replaced the fuse, brake lamp relay,brake
switch,tail light circuit boards, new light bulbs.
Cleaned the rear harness plug and cleaned the tail
light plugs but nothing has changed. I also tested
the ground at the tail light plug with a tester and
everything is fine with the ground. WHAT CAN
CAUSE THIS PROBLEM?
