94 Buick roadmaster

I have a 94 Buick Roadmaster with dual electric fans. When
it sitting in park or in drive it starts to overheat but when I
start driving it goes back down to regular temp. I read that
the primary fan kicks on when the guage hits 3/4 scale
which would explain why it cools back down when I start
driving but neither turn on while it's sitting in park heating
up. So I don't think the secondary fan is turning on at all I
replaced the thermostat, the dash temp sensor and the fan
temp sensor, also the relays for both fans. Any
suggestions?

Bad radiator flow-stuck thermostat-fan motor not running. Water level to low. You might also have fan motor with fan clutch also, both. Can be a weak fan clutch too. Check fan by turning on your ac with motor on and wait till fan motor starts sometimes it takes a while. If it dont start take it out and check it outside on direct power from battery with wire. Also check oil if any signs of bad head gasket

It could be cooling back down when driving simply because air is again moving through the radiator. If that's the case, then neither fan may be working or coming on when it should. Try applying 12v power directly to the fan and make sure they work, if they do work then you'll have to troubleshoot why they're not coming on.
