its air compressor, but why it runs with the key out or even in when the key is off; are you sure this happens when the key is out?

My 1989 Buick Park Ave 3800v6 has been running fine, on the way home the other week, my car stalled while driving, It started up fine then died again, after a few more attempts it started and ran fine. The 10 amp fuse for the control module blow as soon as the key is turned to the run position.
