Could be several things like if the blower motor is not turning up in speed with the switch, possible blower motor resistor or even in the switch. If the blower motor is able to adjust threw its different speeds, then there could be a actuator problem not opening the blend doors. Or the cabin filter may be dirty and need changing.
A/C is cool...not blowing hard.
