Does torque converter go in
motor first or transmission

I am not sure what you are asking. The torque converter is between the engine and transmission. If the transmission is out of the car but the engine is still in, the torque converter fits on the input shaft of the transmission so it is attached to the transmission first then when the transmission is mated to the engine the engine side of the torque converter gets bolted to the output of the engine
