1999 Buick LeSabre won't start, good battery but OBD reads 5.9V

Question type: Maintenance & Repair

When it first wouldn't restart it almost turned over with a jump.... A few clicks
on the starter... then it didn't make a sound. One badly corroded end of a
starter wire that goes to the fuse block on the firewall. Did a splice and put a
fully charged battery in. Got my dash lights and automatic door locks, interior
lighting back. But it won't start. The anti-theft light goes out like it should.....
No sounds under the hood at all when I try to start it.

when you send power to the starter whats it reading?????????????

Haven't got that far yet.... Dealing with an abscessed tooth... Got too cold for me to be outside except to check the OBD reading a used the volt meter to verify battery status .... Electrical is my weak point.... I have a volt meter.... Can you please explain how to send and read power for starter??? Really need to get my car back on the road.... Am without anything to drive right now and no money to waste at the crook down the street.....
