2001 Buick Century wont start: solenoid clicking, fuel gauge twitching

Battery was nearly dead. After recharging it passed a load test. All terminals and
ground connection were cleaned and greased. A loud clicking was heard when trying to
crank the engine. At the same time, the fuel gauge exhibits violent twitching. I was able
to reproduce the clicking by putting a screwdriver across the starter solenoid contacts.

All the fuses check good. I reversed the position of the relays that were identical to no
avail. I replaced the starter to no avail. The battery will gradually become discharged in
a few hours.

My conclusions so far: Something is drawing a charge from the battery. I'm suspicious
that something went wrong with the ECM. Any ideas?

The ignition switch could be the problem.
