Passenger side front turn signal

Doesn't blink. Bulb is good. It is also a parking
lamp. Comes on when headlights are turned on.
Should stay on when headlights are turned off, but
it doesn't. Won't blink when turn signal is on, or
hazard blinkers are on. All other lights blink and
flash like they're supposed too. Would the flasher
bed bad if all others work? Could a bad flasher
cause 1 turn signal to not blink, yet the others
work?

It's fixed. Some of the coating was missing off a wire in the headlight assembly. Difficult to get too, so I purchased a new assembly.
