Did you do a hard reset on the ECM and then run the relearn protocol?

how do you do a hard reset?

You vehicle has to be manufactured before 2004, you then need to unplug the ECM completely and let it set for at least 5 minutes, then reconnect it, then you have head for the freeway and drive it for at least 20 minutes. If ant check engine lights come on during that time then you have a hard fault and it will have to be checked out.
