2000 chrysler town and country wont start with key

wont turn over with key. will turn over with starter relay but wont start unless
starter fluid is sprayed into manifold,then it dies after 2 seconds like you shut it
off with key. Also you can take it out of park without pressing brake while key
is on.I changed ecm and fuse box still nothing.

Sounds as if you have no fuel or little fuel pressure, you need to check the pressure at the rail...Also check the fuel pump relay..

Because the engine starts with starter fluid but does not run, it sounds like the fuel system is shut off. You need to check if the injectors are receiving electricity with volt meter. If no electricity, you have an electrical problem. Check fuses.
