Water in fuel chokes out 1996 dodge Chrysler

Any ideas on a drive to drain the whole tank to have Jane whole eyes only added is it so much water that it finally won't turn over so got by downsview out of it and I need you I did the rest of it out but which the minimum and practical thing to do.
