My 2006 PT Cruiser is blowing a fuse.

The brake lights go out and it is hard to get the gear shift out of park, with my foot on the brake pad, when this happens. Bulbs and sockets are good. What can I check next?

Would the brake shift interlock cable problem, also cause the fuse to constantly blow for my brake lights? Because, when the fuse blows and the brake lights (only) go out, that's when it get hard to shift out of park. Thank You!
