2006 Chrysler Pacifica needs new module to get new jey

My Pacifica won't start so I took it
to the dealer they could not
reprogram the only key that I ever
got when I bought the car so they
said I need a new key now the
new key can't be programmed
because I need a new
module.they want to charge me
like a thousand bucks and half of
it's for work that wasn't even done
or fixed I just need my car to start
and the key that will start it how
do I know that I really need a new
module on there not trying to
scam me?
