Why won't the cruise control turn on?

I purchased a used 2007 Endeavor and the only issue is the cruise control
won't come on.  The fuse is good, replaced the tail lights and the rear brake
switch thinking a connection problem.  All appears to be properly connected.  
Any ideas?

Just a followup on my original question: I found out is was the clock spring in the steering wheel that was the problem. It was also related to the SRS warning light that was intermittent.
