why does a timing belt get changed later in california

My 2007 Mitsubishi Eclipse manual says you need to change the timing belt at 60,000 (seems very early to me) - but at 105,000 if I live in California.  Sounds like I need to move there after I hit 60,000! :)  Why is this written such??
