2007 Pontiac G6 wont start

My car's temperature gauge has been high several times in the past few months.  After I add water and coolant, the gauge returns to normal.   
Today my car wont start.  I have power, however, the engine wont turn over.
My car is included in GM recall 13036 - the part to  fix the recall has not come in yet...

There is no sound but the radio and air conditioner turn on

How would I check for a voltage loss and what can I do to fix it?

My question is.... my car clanks but won’t spin over without a wire being hooked to the starter, we tried to pull up the codes but we have already changed out the faulty crank and camshaft sensors... what could this be the fuses are all good
