Why is A/C fan (under the hood) not turning off with engine off and cool?

Possibly a related problem:  With engine running, wind shield wiper on, a/c and washer lights blinking, rear wiper motor wouldn't turn off until engine was turned off.  I presume a diagnostic had somehow been initiated.
