my 1998 t&c is hard starting in cold weather only, runs fine once it warms up.

It takes about 3 trys to get it started, then I have to hold gas down a little so it doesn't die
for about 30 - 45 seconds. I was told that it was the fuel pump, replaced the fuel pump,
no change what so ever. Any suggestions?

Possibly dirty/faulty idle air control valve or dirty throttle plate.

after you clean your throttle body and if you still have issues also check the coolant temp sensor and ambient air temp sensor for them reading the wrong temp on key on cold starts ...either sensor could be reading that its warmer when its not telling the PCM to use the wrong fuel strategy when in extreme cold temps
