Help! Have to restart car for window to roll down

Sometimes when I start my car, my passenger
window won't roll down. All others work fine. In
order to get it to work again, I have to turn my car
off, open the door and wait for all console lights to
go out, then start my car again.

What could this be?

Forgive my naivete, but why would restarting the car fix a problem like that?

the shake of the car when you restart it would complete a circuit that has shorted out

It won't work if I just turn it off and restart it real quick - the power to the dash, radio, etc has to be completely cut (accessory power).
