I don't know why my car won't start

I just got a new starter put in a 2007 Buick
Lucerne and I'm having problem with the
ignition is staying engaged when you plug
up the battery and when you cut the car still
engaging but it's not starting  gate is still
engaging when you cut the ignition on or off
