my tailgate wont open

I tried to use the remote opener and it doesn't work for my tailgate but does for my doors

The actuator on the tailgate may be bad. If you figure out how to get it open please let me know. Mine is bad, and I cannot remove inner panel to access it.

On the inside of the liftgate on the bottom there's a little circle you pop off. Inside the circle there's a little silver lever, if you push on it with a screwdriver or something, and push the liftgate open at the same time, you can manually open it that way.
