Turbo indicator stuck; then flinges forward

Hi,

I have a Ford Focus ST225.
Normally, when I accelerate, the indicator for the turbo pressure gradually moves along with the acceleration, providing a smooth curve from 0 bar to 1.2.

However, when I hit the pedal now, the indicator is stuck at .25 bar and it won't move until I floor it, in which turn it instantly flinges from .25 bar to 1 bar, which is lower than the 1.2 it's supposed to be as well. I also notice there is a big loss in power in higher revs unless I put the pedal all the way down. So basically my turbo now acts as a completely on or completely off switch.

Is this a sign of a failing turbo, or does anyone have some insight into what's going on?

Do a quick vacuum check / test on the engine 16-22inHg @ idle. Always the first step when diagnosing. This vehicle is stock 2.5 turbo, 5 cylinder NO mods?
