Attempting to start my car causes all power to alternate on/off and resets radio. Sometimes the car starts...usually it doesn't

New Battery. The lights are very bright until i turn the key then everything shuts off completely.

Check the negative battery cable. Make sure it is firmly attached to the body/engine. This sounds like a ground problem to me. Check bot cables to make sure they are tight to the battery. Also, with the age of the car, it might be worth while replacing both cable, and don't forget the ground strap that joins the engine to the body.

I have the same problem, battery cables clean and tight. It doesn't do this every time ...about once out of every 4 starts
