I have a 2000 Saturn sl1 4 door auto with
1.9 sohc at idle it's at 700 rpm's but when
I'm doing 90 to 100 kmh it's at 2100 is that
Normal and if not how do I fix it

That sounds like it is not going into the high gear, (over drive). Should stop at a transmission shop for proper diagnosis.
