1997 saturn sc2 starting problems

I have a 1997 saturn sc2 and I bought a new
starter and anti theft relay for it and for about a
week and when I got into the car today I put my key
into the ignition and normally when I get in the car
the clock to the radio is on. Today, when I put my
key in the clock to the radio turned off and the car
wouldn't start. I've tested the battery and it's fine.
Could it be the ignition lock cylinder?

Disconnect the battery for 10 mins it may reset the theft lock system?
