Car started reving high wont stop

I have a 1996 Saturn SL it started revving
High the RPMs and it just keeps getting
higher it only starts revving when I have the
clutch and break down at the same time

That sounds like a major vacuum leak or a bad ISC motor, try putting car in nuetral and set the park brake, start the engine and let the idle stabilize, an engine at operational temp is advisable, then step on the brakes like you are doing a regular stop and see if the RPM's start to climb, if they do then you have a bad brake booster, if it doesn't then it's time to have some shop of your choosing run a "live data" scan on the vehicle, tell them how to,get it to the idle flare up so the tech can watch the sensors and the readout from the ECM, when it's acting up.
