2007 Chrysler 300 Touring

My Chrysler 300 with the 3.5 engine stalled out and wont start up right since.
It starts for a second and runs for a second and starves for fuel. I replaced
the fuel pump assembly and it still wont start or stay running. The pump is
working. We tested the voltage. When we first turn the key we get 12+Volts
but within 3 sends it drops to zero.It will start 1 out of 8 times trying but only
runs for a few seconds and sounds like it is starving for fuel. Any ideas???
